No, this will void the camera's Limited Warranty.
Do not run continuous power to your Wyze Cam Outdoor while it is outdoors. Doing so is considered misuse, and will invalidate the camera's warranty in case of damage.
But it's already outside!
Wyze Cam Outdoor is intended to be used outdoors, but it has a protective rubber covering over the charging port and microSD slot. These rubber covers make the camera weatherproof. If lifted to charge while outside, the device internals would be vulnerable to the elements.
Make sure the rubber covers are securely closed at all times when the camera is outside.
To charge the camera, bring it indoors first. Then lift the weatherproofing covers and plug it into power until charging is complete.
